Description: The Attorney General of Ohio maintained records pertaining to the Kent State University, civil damage claims after the shooting of students and bystanders by the Ohio National Guard during a campus demonstration on May 4, l970. Claims were initiated by the nine injured parties and parents of the four students who were killed, against Governor James Rhodes, university president Robert White, and commanding officers and soldiers of the Ohio National Guard.
A majority of the records are court material from the l975 and l978, civil trials. This court material includes: trial transcripts; motions; appeals; depositions of state officials, national guardsmen, students and other witnesses; briefs; and affidavits. The records also contain files from the Bureau of Criminal Identification and Investigation (BCII,) the Kent State University Police Department (KSUPD,) the Ohio National Guard (ONG,) the Ohio Highway Patrol (OHP,) the Kent Police Department (KPD,) and the Portage County Sheriff's Department. Among the files are: statements of witnesses who testified before the President's Commission on Campus Unrest, and the Commission on Kent State University Violence; arrest records of persons indicted by the Portage County Sheriff's Department; investigations conducted by the BCII, the KPD, and the OHP; reports prepared by the United States Department of Justice and by the ONG; KSUPD telephone logs; ONG daily logs; medical records; autopsy reports; photographs; pamphlets; and news-clippings. Also included in the records are files pertaining to: the criminal trial of Ohio National Guardsman Robert Shafer; expenses incurred by the Attorney General during the defense of guardsmen; and out-of-court settlements.
29 cu.ft. Records are arranged by type. Due to multiple custodians, the original arrangement of the records was lost. Portions of investigatory reports, medical records, and autopsy
reports are redacted. Oversize items and photographic negatives were removed and are arranged separately.
