Local Government Records (LGR) Program

The phrase "no RC-3 required" should only be used for transient records series that hold very little administrative value to the office or person creating the records. Transitory records do not set policy, establish guidelines or procedures, certify a transaction or become a receipt.

Examples of transient record series include:

  • telephone messages
  • drafts
  • bulletins, posters, notices
  • calendars
  • blank forms
  • copies of documents where the original exists elsewhere
  • other limited documents that serve to convey information of temporary importance in lieu of oral communication.

These types of records should be retained until no longer of administrative value, then destroyed.
"No RC-3 required" is acceptable for these types of transient record series only.
